How do we conduct an award-winning public consultation?

Challenge:
To prepare the Ministry of Defence for the public consultation phase of its submarine dismantling project (SDP). The MOD wanted to ensure the public had the information needed to clearly understand the terms of the SDP, the scope of the consultation and their commitment to genuine consultation.

Action:
We worked closely with the MOD to scope the shape of the consultation, as well as the messaging, development of the consultation report and supporting materials. We supported our wider Public Policy team with intensive coaching sessions ahead of a series of exhibitions to build confidence in talking to the public, local government and the media. We developed layman’s language to explain and describe the type of radioactive wastes involved and acted as a ‘critical friend’, helping the MOD match its own agenda to the public’s.

Result:
The MOD team was commended for its execution of the public consultation and presented with an award. We have since helped the MOD prepare a new team for a further round of public consultation on where the waste from the dismantled submarines should be stored.
